Responsibility

The Project Coordinator is responsible for managing emergency preparedness and response activities of the ACT Forum in Kyrgyzstan represented by DCA and ICCO/KiA.  (S)he provides substantial support to ACT Forum  on thematic issues as required and supports sharing expertise  on DRM and humanitarian response issues  at Regional Office and Global Office levels.

Position in the organization

The Project Coordinator reports to the Deputy Regional Manager and Regional Manager.

In close cooperation with programme team the Project Coordinator works in a multidisciplinary environment to build the link between emergency  preparedness  and response objectives to recovery and development priorities  of ACT Forum in Kyrgyzstan and  Central Asia

Overall Job objective

Takes ownership of all responsibilities and honours commitments   over Disaster Preparedness and Humanitarian Response Project; Operates in compliance with organizational regulations and rules; Provides oversight and takes responsibility for delegated assignments

Tasks

-        Coordinates and manages the ACT Disaster Preparedness and Humanitarian Response project in line with the MoU, Project Plan of Activities and budget.

-        Develops and/or facilitates trainings/activities meant to improve the capacity of ACT Forum to respond to an emergency (contingency planning, partnership and information management)

-        Acts as the focal point for on-going Disaster Management and Humanitarian Policy development processes, and liaises with relevant stakeholders for effective information sharing

-        Work and coordinate project activities with partners of ACT Forum in Kyrgyzstan and Tajikistan

-        Monitors and analyses developments in the country and supports the updates on social, political, humanitarian and other relevant factors affecting the overall  disaster management  and humanitarian situation

-        Attends and participates in the sector humanitarian/emergency coordination meetings and liaise on program progress with partners and stakeholders (local   and international NGOs, UN and Government)

-        Contribute to applications for funding by other sources

Qualifications needed

-        Good knowledge of the social, economic and political situation in the  Central Asian region

-        Progressively responsible professional experience in a relevant thematic field (emergency preparedness and response planning, disaster risk reduction, and project management)

-        University degree in political  science, sociology, international law/international studies/relations, pubic administration, or related area is required;

-        Ability to build partnerships with multiple stakeholders including  local and international NGOs, UN and Government counterparts;

-        Shows persistence when faced with difficult problems or challenges and respect deadlines

-        Negotiation, networking,  analytical and facilitating skills

-        Knowledge and experience in fundraising towards international institutional donors

-        Ability to work independently, and lead the project processes  with distant support from Senior Management

-        Excellent language skills in English and a regional language

-        Proficiency in Microsoft Office
